Let's say I have this DVD, and I want to (and have permission to) grab a particular chapter of that DVD and save it as a separate file, so I can upload it to YouTube or something. Is there a free video editing software I can use to do this, that works for a PC running Windows XP? I'm looking for easy to use and safe to download, here. Any recommendations?

When I do this, I use Handbrake to rip the DVD, then PRISM to convert it to an .avi file and MPEG streaming clip (I think--Steam clip, maybe?) to clip. This is all on a mac, though, and may be waaaaaay too ridiculously complicated for what you need. :D

Eric's used Windows Movie Editor software and done something similar pretty easily; I have no idea if that's something that comes with Windows or not, like iMovie.

do you know what format the DVD is?

WMV, I think. Windows Media Player came with my computer, but not an editor.

dvdex will defeat copy protection and allow you to rip the dvd. handbrake for windows will allow you to convert the dvd file into many different formats for youtube.

VirtualDub (http://en.wikipedia.org/wiki/VirtualDub)will allow linear editing.

VirtualDub and Audacity are amazing tools and both freeware.

Audacity allowed me to edit the music for my recital piece. I was very happy with it.
